It’s an excerpt of the manifesto on the liberal art of government that I have been drafting this Summer. (“Manifesto” may be the wrong word; I am trying to articulate to people what they already know about their own best beliefs.) Because I waive the author’s fee there, it’s available to my paying subscribers below the fold. (Some of the material will be familiar to regular readers because I have blogged about it in the past.)
